At its extraordinary session on Tuesday, the Governing Council adopted a decree-law abolishing all fees for farmers, stockbreeders, transporters, and fishermen in the Region of Murcia for the duration of the war in Ukraine and its repercussions on the economy.
The total impact of the measures included in the decree amounts to 2.9 million.
During the next three months, the regional government will eliminate all regional taxes that affect the activity of farmers, stockbreeders, fishermen, and transporters. This exemption can be extended beyond this period in the event that the conflict continues. This elimination has a quarterly impact amounting to 600,000 euro.
The temporary exemption concerns general fees, fees for the environment and nature conservation, fees for public works, town planning, coasts, ports, roads, and transport, and specific fees of the agricultural, fisheries, and livestock sectors in the primary sector.
The first group includes general government fees, while the environmental fees include actions, licenses, permits, and authorizations for hunting and fishing activities in inland waters and for the provision of services and voluntary activities in forestry.
In the field of public works, the temporary exemption extends to fees for actions and reports in the field of urban planning and fees for port services. The elimination of fees regarding the transport sector affects the provision of services and voluntary activities, fees on professional training in transport, and land transport management.
Finally, specific agricultural, livestock and fisheries fees include fees for the provision of veterinary services, fees for the management of services in the agri-food industries, fees for oenological, agricultural, and environmental laboratories, and fees for administrative actions relating to agricultural processing companies.
As part of the measures designed to support the sectors most affected by the crisis -in particular, in this case, the agricultural and livestock sectors- the new decree-law contains a series of tax subsidies that affect the transfer of rural properties.
The decree also approves the practical elimination, this time on a permanent basis, of inheritance and donation taxes. Thus, it establishes a 99 percent bonus for all inheritances or donations in which the beneficiary is a professional farmer. According to estimates, the bonus of these taxes on Patrimonial Transfers and Successions and Donations can benefit, on average, nearly 250 farmers each year, with annual savings of around 500,000 euro.
